Rules every Delaware license follows
- Who decides: You file with the Prothonotary (the Superior Court's clerk) in the county where you live. The Attorney General's office reviews the application and may call you in for an interview, and the court decides. (11 Del. C. § 1441(a)(1))
- Five references from your county: Five people from your county fill out the court's reference questionnaire. The court's instructions add that they can't be related to you or live with you, and they must have known you for at least a year. (11 Del. C. § 1441(a)(2))
- The newspaper notice: The law puts this on the Prothonotary, but the court's instructions have you arrange it yourself. Your full name and home address run once in an approved paper at least 10 business days before you file, and you attach the newspaper's affidavit. Which papers count depends on your county, and in New Castle on your ZIP code. (11 Del. C. § 1441(b))
- Training: The course covers handling and storing guns and ammunition, shooting fundamentals, gun laws, Delaware's self-defense law and how to avoid a confrontation, with at least 100 rounds of live fire. You can take it after the court approves you, but the notarized certificate, or proof you've enrolled, has to reach the court within 90 days or you start over. (11 Del. C. § 1441(a)(3))
- The fee: The $65 filing fee is the same in every county. A first license lasts three years; after that you can renew it for five years at a time. (11 Del. C. § 1441(a)(4))
