Nebraska has allowed permitless concealed carry for adults 21 and older since September 2023, and still issues optional shall-issue permits. Buying a handgun requires a state purchase certificate from your local sheriff or police chief (or a concealed handgun permit). The state recognizes castle doctrine at home and at work but has no stand-your-ground law, so a duty to retreat applies in public if it can be done with complete safety. No magazine limits, assault weapon bans, or waiting periods exist, and state law preempts most local gun ordinances.

Do I need a permit to carry concealed in Nebraska?
No. Since Sept. 2, 2023, anyone 21 or older who isn't prohibited may carry concealed without a permit. Nebraska still issues optional permits, which help for carrying in other states and exempt you from the handgun purchase certificate. Open carry is also allowed without a permit.
Does Nebraska require background checks for private sales?
For handguns, yes in effect: the buyer must hold a handgun purchase certificate (which includes a background check) or a concealed handgun permit, except for transfers between close family. Private long-gun sales require no check.
